I have been trying to push my system trying to see what settings help provide stability while getting as much quality as possible. Compared to .200 I got a very small boost of about 5 fps outdoors.

I am currently using Somber Antique Ultra Quality. Roughly 150 mods (109 esp files) with Bethseda HR textures plus dozens of HR (2k and 4K) textures from various modders.

SOME AVERAGES on 201:
No down-sampling at 1920x1080: Memory 1518, VRAM 1773, Disk I/O 9MB, CPU 12%, GPU 65% Threads 41, FPS 39 (was locked at 30 till I made changes)

Hardware down sampling from 2560x1440 to 1920x1080: Memory 2002, Vram 3012, Disk I/O 4MB, CPU 10%, GPU 94%, Threads 40, FPS 24.

Memory settings for both:
[MEMORY]
ExpandSystemMemoryX64=true
ReduceSystemMemoryUsage=true
DisableDriverMemoryManager=false
DisablePreloadToVRAM=false
ReservedMemorySizeMb=1536
EnableUnsafeMemoryHacks=false

I also found I had massive stutters looking around but when I bumped memory up to 1536 (from 1024) they went away. Not sure if it was the memory that did that or some other factor I overlooked.

System: Intel i7-3930K CPU @ 3.2 - x12 Win7 64b; 16GB Ram, 6GB Vram on GTX Titan. Game installed on my SSD.
we very similar system specs, but my game run way stronger than yours. I have over 247 mods, lots of 4-8k textures mods. I'm getting 45-63fps average. So something isnt right about yours and no stutter issues here. As for the FPS lock at 30fps, same problem here.

I am open to suggestions :) Some of it is Somber - it is a major performance eater. If I use Unreal Cinematic at full quality (which I have been doing for the last hour or so) my average fps was 40 with down-sampling - outdoors, indoors about 50. Somber is half that rate under the same conditions.

I am not using any optimized textures either - most of them are uncompressed as is. Vurts floral overhaul (summer), AmidianBorns textures for armor, weapons, landscape, etc.. all as is.

I have made improvements - been reading tons of guides and reading a ton of threads on this site which has helped a lot - but still trying to get the right balance.

If fps lock problem still actual if fps limiter and physics fix both false and after pressing free vram key?
Anyway, i'm improving code of dynamic memory management, so only trials and errors method will help, i'm tired from capturing statistics what and when used.

I disabled both the FPS limiter and the physics fix, then pressed the free VRAM key, but my frame rate remained locked at ~30 FPS. The only way I've found to stop the frame rate lock is to disable vsync; however, this causes screen tearing artifacts for me.

i don't use texture combiner or optimizer either. My ENB setting is pretty extreme actually all the quality setting are either 0 to -1 (lower is higher quality) not to mention crazy sizescale setting. I also uses Nvidia SSAA which is FPS eater but superior quality. What driver version are you on ? You should have a shit load more FPS than me.

For what is worth, 0.201 is working as good as 0.200 on my side.
I have longer freezes ( 1 to 2 secs ) but less stuttering overall.
uGrids=7, ReservedMemorySize = 768, all fixes on except UnsafeMemoryHack.
SSAO scales 1.14. All effects maxed.
Not one single CTD, all cells loading like it should, same performance.
I didn't have to use the Freememory function.
Tested on both 3 and 4 GB VRAM cards.

Tried as you suggested (ReservedMemorySizeMb=32), still instant CTD when "yes" clicked for loading old or starting new game. I've stripped my Win7 down to almost XP. I really don't know what is blocking unless its DEP, but DEP set to Windows only.
